Bernard Benhamou is Secretary General of the Institute of Digital Sovereignty (ISN) and Senior Lecturer on Internet Governance at Paris I Panthéon-Sorbonne. As Director of Forecasting & Internet Governance under France’s Prime Minister (2007–2013), he shaped e-government, digital education, and global Internet policy. A digital inclusion pioneer, he co-founded PlaNet Finance (Internet microcredit) and created France’s first online museum exhibit (1996) and medical data prototype (AIMsoft, 1983). As France’s ICANN candidate (2000) and UN WSIS advisor (2003–2005), he advanced global digital equity. His career spans ENA, Foreign Ministry, and Education Ministry, where he launched “Proxima Project” (2003) to bring Internet to schools. A lecturer at ENA and Sciences Po, he remains influential in digital sovereignty, cyber diplomacy, and ethical tech governance.
